Explore the anchors

Assess whether the control could meet its objective.

Concept matching activity

Match this task or description to its concept:

Check that the control exists as designed.

A quick way to study this topic
  1. Hide the explanation and redraw these three anchors from memory.
  2. Explain the difference between the anchors in your own words.
  3. Apply the distinction to the worked example below. Check the full lesson for assumptions and exceptions.
  4. Recall it again tomorrow, then after a few days. A memory hint is a retrieval cue, not a replacement for understanding.

What this chapter explains

Management concept and decision mechanism

Design evaluation asks whether the control could meet its objective. Implementation evaluation asks whether it exists in the relevant environment. Operating-effectiveness testing asks whether it performed as required during a stated period. Choose evidence and sampling that answer the intended question. A sample selected only from completed transactions cannot establish that all required transactions entered the process. Validate completeness and accuracy of automated populations. Report scope, period, exceptions and limitations, then verify corrective action rather than describing every type of review as an audit pass.

Ask two different questions

Design assessment asks whether a control could achieve its intended objective. Operating assessment asks whether it actually works consistently in the relevant environment. A well-written review process can still fail if managers never receive complete account lists.

Choose evidence appropriate to the question. Interviews explain how people understand a process. Records show what was documented. Observation or testing can show how the process behaves. Combine methods when a single source would leave important uncertainty.

Worked example

A departure test reconciles an authorized personnel departure population to application access records, including departures that never produced a ticket.

Check your understanding

What does a sample of successful tickets fail to prove?

Show explanation

It does not establish completeness of intake or the absence of missing transactions outside the sampled ticket population.
